Have fuel and spark but no start

The posters carburetor was messed with by someone who does not understand Road stars at all and apparently carburetors at all. I've been in contact with them on Facebook giving him some advice but I think he's to the point of needing to have the carburetor gone through by someone who knows what they're doing.
