Bip_Bip,
If you have 2 sets of covers, then try using just the ones without weights. You will probably not feel any difference, or hear any difference.
I'm running the HD Enforcer wheel that has no covers like our Road Stars has, and I'm not feeling or hearing any thing from this wheel. The Enforcer wheel is lighter then the stock spoke wheels. Myself, I prefer lighter unstrung weight.

I give you the post of an engineer (not from Yamaha) in response to my question, it is a French forum and the translation is Google
Hi Claude,
It's been a while since I logged into the forum !!! I come across your post,
It seems strange to me these harmonics stories. If the discs enter into vibrations, these vibrations (which will be rather at high frequencies), will be absorbed by the wheel bearings, the fork, the steering column and the shock absorbers that you have at the level of the bridges and even by the handlebars ( therefore soft things, or in contact "floating" and not "tight".
For me, these flanges must intervene when braking, this flange adds additional inertia when rolling and below the disc (so it's as much a question of weight as of centrifugal effect, because if it were only a question of weight, they would have made heavier hubs !!!) and must ensure that the force exerted on the discs and therefore the screws that hold the discs is better distributed, as with floating discs. Now, why on the one hand, mystery ... because it would have cost less to make a flask to put on each side rather than two different ones. maybe only one side is enough because the discs are close to the axis of the bike and therefore the imbalance is tiny and negligible.
Personally I dismantled mine, and well I won in consumption, -0.00001l per 100km. Anyway, I think that these flanges are only of interest in a specific case (maybe depending on your pads, or your fork oil, or a type of braking).

That sounds like a bunch of BS to me. Everything he says is "I guess" And "I think" they "must". Everything he said is no more than a guess and that is basically admitted in the way he answered.. Ask that engineer if he has ever turned a brake rotor or drum and strapped the rubber weighted strap around them when turning them to stop harmonics that would otherwise destroy the cut?
Also in one of the previous post it was written that some members have removed the weighted disc without an issue and some what reported having some issues. Kinda like going pumpless some work OK and some don't. Go ahead and remove them and I'm confident you will be just fine. You may or may not ever know the difference with harmonics.

Also did you know that for Roadstars shipped to the northern hemisphere, the weight is on the right and for those shipped to the southern hemisphere the weight is on the left. This is due to the same natural phenomenon that makes pigs tails curl one way in the Northern hemisphere and the opposite way in the southern hemisphere.

I was at work the other day in the laboratory, and one of the other scientists had gone to another hospital to get covd virus vaccinated and there were three of us talking. I asked her how long was the post vaccination celibate period, and the two girls looked at me puzzled and pensive. And then I laughed and broke the ice. They thought I was serious. In the workplace you can't discuss sex, but you can joke about the antithesis. We had a good laff oh I forgot if I reinstall those ugly things on a cast wheel which side do they go on in the northern hemisphere and if I do it on leap year day will it make it difference. And I don't think we had any discussion with the influence of magnetic fields generated by passing vehicles on these dual discoid covert government motorcycle monitoring devices, perhaps they were a temporary import restriction
